# UAE eInvoicing Prepares for First Mandatory Phase in January 2027

The UAE's move to mandatory electronic invoicing is now in a more active testing phase. The Ministry of Finance, working with the Federal Tax Authority, used an awareness session in Ras Al Khaimah on 27 September 2026 to update businesses on the national eInvoicing Programme. The Ministry confirmed that the mandatory implementation date for the first phase remains 1 January 2027.

eInvoicing replaces paper and unstructured formats such as PDFs with structured invoice data that can be issued and exchanged electronically between businesses and reported to the Federal Tax Authority. The UAE uses a 5-Corner Model involving the supplier, the supplier's Accredited Service Provider, the buyer's Accredited Service Provider, the buyer, and the Federal Tax Authority. Invoices move between the parties over the Peppol network, while tax data is reported to the FTA.

### The Pilot Has Moved Into Practical Testing

The Pilot Phase launched in July 2026\. It gives businesses and Accredited Service Providers, or ASPs, an opportunity to test the end-to-end eInvoicing process before mandatory implementation. The Ministry says the programme has now reached a more advanced stage of practical testing, with the 5-Corner Model operational.

Participating businesses can test how invoice data is generated and exchanged, how tax data reaches the FTA, and whether their systems meet interoperability and operational requirements. The pilot is also intended to help identify technical and operational issues before mandatory implementation.

Earlier in 2026, the Ministry extended the deadline for Phase One businesses to appoint an ASP from 31 July to 30 October 2026\. The Ministry said the change followed an assessment of market readiness, including the availability of providers and business feedback about technical choice and competitive pricing. The extension did not change the mandatory Phase One implementation date of 1 January 2027.

### Key Dates for In-Scope Businesses

Under Ministerial Decision No. 244 of 2025, as amended by Ministerial Decision No. 66 of 2026, a person subject to the system whose annual revenue is AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026 and implement eInvoicing from 1 January 2027.

Businesses below the AED 50 million threshold have until 31 March 2027 to appoint an ASP, with mandatory implementation from 1 July 2027\. In-scope government entities also have a 31 March 2027 appointment deadline, with implementation from 1 October 2027.

The framework generally applies to business-to-business and business-to-government transactions. Business-to-consumer transactions are not currently subject to mandatory eInvoicing, and supplies to or from natural persons who are not conducting business fall outside the framework. Specific exclusions also apply to certain activities and transactions under the relevant ministerial decisions.

Businesses that fall within the mandate must appoint an accredited ASP. Rödl's September briefing notes that one ASP can handle both the sending and receiving of electronic invoices for an in-scope business. Accredited providers must meet Ministry requirements covering areas such as Peppol participation, technical capability and information security.

### Preparing Beyond the ASP Appointment

At the Ras Al Khaimah session, businesses were told they can select an Accredited Service Provider, complete the relevant registration procedures through EmaraTax, and then complete the technical connection and integration work with that provider. Once integration is complete, electronic invoices can be exchanged through ASPs under the 5-Corner Model.

The Ministry's event summary says pilot participants can test tax-data reporting to Corner 5, interoperability and operational compliance. Separately, recent coverage has highlighted practical issues businesses may need to prepare for, including credit notes, rejected invoices, adjustments and other exceptions within their invoicing processes.

Recent coverage also points to a common misunderstanding: appointing an ASP by the October deadline does not complete the transition. Contracts, system connections, data testing and user preparation may still need to be completed before mandatory implementation begins on 1 January 2027.

Businesses reviewing their readiness should check whether customer and supplier data is accurate and whether their accounting or ERP systems can generate the structured information required by the framework. Staff involved in finance and operational processes may also need preparation for updated invoice workflows.

The Ministry said the Ras Al Khaimah event concluded this year's series of awareness sessions for the current phase. Sessions are expected to resume next year with a focus on small and medium-sized enterprises, while the Federal Tax Authority will continue its own business-awareness workshops. Businesses approaching their implementation date should continue checking official Ministry and FTA information as the programme develops.
